I'm not so sure that Mubarak isn't just thinking about self preservation. A moderate Muslim population would be much more condusive to his continued political existence. Thus the appeal for moderation. Maybe I'm just a cynic, but I haven't seen Mubarak do much during his reign that wasn't self serving. As a matter of fact an argument could be made that his heavy handedness has caused the rise of radicalism in the Eqyptian Muslim community.
