The notes of Attorney General Eric Holder indicate that he was well aware of the intention of the UK to release the bomber of Pan Am flight 103, and there is zero indication that Holder did anything to stop the release. he only expressed his fear that the bomber would get a public hero's welcome that might make everyone look bad.
In other words, the release itself was not the big concern to the Obama administration who did noting to stop it, and possibly agreed to it. Only the possibility of a PR disaster if Libya didn't play along and ended up giving him a huge hero's welcome, was the primary concern. Which of course, is exactly what happened. In any normal country, this would be investigated as a national disgrace. Governments have fallen on lesser outrages.
